Chief of Police

The Community

The City of Rifle is seeking a Chief of Police to replace their very successful Chief who has accepted another position. Rifle is a western slope regional center along Interstate 70, known for its friendly residents and historic charm.  Rifle has been the center of western Colorado’s fossil fuel economy since exploration began in the 1940’s and serves as home base for many trades serving the Roaring Fork and Vail Valleys.  It has experienced a 35% increase in population in the last decade.  Rifle offers year-round recreation with everything the outdoor enthusiast can imagine, all in a picturesque location.  It is near airports, top quality medical care, and higher education institutions, as well as world-class amenities such as big game hunting, fishing, golf, water sports, hiking, biking, skiing, snowmobiling, and world-renowned rock and ice climbing.

The Organization

The Police Chief will lead a successful and motivated organization of 23 full-time employees. The Department currently has 20 peace officers, including the Chief, four patrol sergeants, one detective sergeant as well as its excellent police officers.  The department also has an office manager, community service officers, records technicians, and a systems analyst.   Other City departments and functions include Administration, the Building Department, City Clerk, Finance, Human Resources, Parks and Recreation, Planning and Development, and Public Works and Utilities. The Rifle Police Department is a community-oriented police agency that practices community partnerships and preventing crime as top priorities. The Police Department budget for FY2016 is $2,515,689. 

Reporting to the City Manager, the Chief of Police is a member of the City’s leadership team, and works closely with the City Council, and other area government agencies, in policy implementation and partnerships, as well as providing excellent city services.  The Chief of Police is selected by the City Manager with the confirmation of the City Council. The appointment of the new Police Chief is expected in fall, 2016.                       

The Candidate

Candidates should possess demonstrated management and leadership skills, excellent communication skills, high integrity, and the ability to promote and lead excellence in public safety services.  In particular, candidates should be skilled at developing collaborative community partnerships, proactive problem solving, and be able to recruit and train police personnel in community policing practices.  Experience in developing and maintaining a positive departmental image in the community and through the media is critical.  A bachelor’s degree in a related area is required. A master’s degree in a related field would be considered a plus.  Candidates must have a minimum of 10 years experience, including 5 years of supervisory/leadership experience at the rank of lieutenant or higher. Colorado POST certification, or the ability to obtain Colorado certification, is also required.

The position has a competitive salary and excellent benefit package. The beginning salary range is $86,500 to $97,350. Salary at appointment is DOQ. The City is conducting this search in partnership with The Peak Institute, an executive search firm.

Minimum Qualifications: 
-Bachelor’s degree in marketing, hospitality, event management or a closely related field OR Any equivalent combination of education, training, and experience which provides requisite knowledge, skills and abilities for this job.

Job Requirements:
-Valid Colorado Driver License.

-Must be trained in responsible serving of alcohol; TIPS certified or ability to obtain within 2 months of hire.

Work Experience:
-Two years of increasingly responsible work in the field of public communications and special events coordination, including experience managing the development and coordination of public events, and direct fundraising experience.

-Working knowledge of technical equipment operation and maintenance common to theater facilities

Full-time, Exempt, $47,500.00 to $48,212.50 annually DOE. 

Cross Connection Control/Backflow Prevention Program Technician
Performs a variety of skilled and semi-skilled work in the inspection, tracking and reporting of cross connections in the water distribution system. Work with program specialist to schedule/perform backflow prevention and cross connection control site surveys. Conducts field work associated with site surveys for compliance with the CDPHE-WQCD cross connection control rule.

Minimum Education: High School Diploma or equivalent.
Job Requirements: Valid Colorado Driver’s License. Valid Backflow Prevention and Cross Connection Control Technician Certification preferred; or successful completion of certification must be obtained within 1 year of hire
Work Experience in Positions Similar or Related to This Job:
One year of related experience in plumbing and backflow prevention and cross connection control is preferred.  One year of related experience in water and wastewater systems is preferred

Systems Administrator I 
Assists the Systems Administrator II in the support of services provided to the user community.  Monitors, provides technical support for, updates and maintains any number of client/server systems.  Assists in determining the scope, cause, and best resolution of hardware and software issues and / or outages.  Assists in working with stake holders, other IT staff, and vendor(s) to plan and execute applications, systems, and infrastructure installations and updates.  Recommends enhancements for the proactive reduction of future issues and outages. Is a mid to high-level technical resource to the City, requiring a moderate understanding of how the City’s current information technology functions and what is being developed by the industry. Possesses the skills and knowledge to effectively implement and maintain technologies with guidance.
